My letter to Police Complaints Commission dated 27/2/1989.

Dear Sir,
Thank you for forwarding my letter of the 13th Feb '89 to Chief Insp. Crutchley.
If dedicated and sincere officers in the RUC of 20 years standing can be silenced by senior officers in the Fraud Squad, it shows a sinister aspect of those whose duty it is to protect the public and act withhin the law.
Why should anyone be allowed to get away with fraud, forgery, malpractice and misappropriation? Why should any person mental or otherwise be left, because of the inaction of the RUC, at the mercy of con-men and manipulators.
The RUC acted expeditiously for the Ryland Vehicle Group who bought Freddie's properties from Neville Johnston (the late Mr. C. Gilpin being the main shareholder) when they had no good or marketable title. This firm got redress in the Courts recently when Lord Justice O'Donnell sentenced Mr. H. Wright to 18 months jail suspended for a year and struck him off for life for ever practicing as a solicitor again.
What possible reason can the RUC have for not acting for my brother? Freddie was conned out of his whole estate. He didn't even have a penny in his name.
Why should any family be denied the right to be heard for 10 years? By using delaying tactics the RUC has denied Freddie the right to the estate my father worked hard and long to provide. Why should a mental patient, because of his incapacity, be the only casualty of the system?
I have asked Chief Insp Thompson to again inspect the accounts in the Office of Messrs Tughan & Co, Messrs Cleaver Fulton & Rankin and the accounts in the Office of Care and Protection in order to expose for the second time that malpractice, fraud misappropriation etc took place. How many more years must Freddie wait to get the same protection as the Ryland Vehicle Group. This is not a civil case, but criminal. I have asked Chief Insp Thompson for a meeting but only receive the usual stereo-typed reply.
I wrote, putting my case to the Police Complaints Board in 1980 but got no assistance whatsoever.
You have been kind enough to put a lot of work into Freddie's case but again we feel another door has been closed.
Is there anyone willing to listen to us and who will take action on the findings of Det. Con. Kyle Armstrong and the late Det. Con. Patterson?
